■SATURDAY, OCTOBER 27. LEGISLATIVE COUNCIL. (By Telegraph.—Press Association.) The Council resinned at 2.30. LEGISLATIVE- OFFICERS' SAL ARIES BILL. The lion. T. Kelly moved a re»oItilipn legretiing ,t'ha;l the Govcrn,llxlm :n dealing with the salaries ot the Speaker and Chairmen of Committees of the House of Representatives, by a permanent Appropriation Ace, did not also include the salaries of the Speaker and Chairman of Committees of the Legislative Council, and that while the Council was of opinion that the Bill should be laid aside, it would not take this extreme step but would rather urge on the Government by way of recommendation ihat the salaries should be the same." He thought this was the best way of dealing with the matter at tins period of the session, and he hoped the resolutions would have the desired effect.

Tne Aitorney-lGeneral stated that hj» had consulted the Government as promised, and tried to get a sum placed on the Supplementary Estimates, but lie was informed that such a proposal would not have the slighten chance of being carried in another place. He was authorised to say, however, that next year the Government would favourably consider the questions of introducing a Bill to inciease the salaries of the Speaker and Chairman of Committees of the Council. He would not say that the salaries would be the same in both Houses.

After a long discussion, in which hon. members talked about* the dignity of the Council, Mr Kelly agreed to withdraw his resolution in order jiha* the Bill might proceed. I The Bill was then put through committee and passed. The Council agreed to the'amendments, made by the House of Representatives in the Municipal Corporanons Bill, and the measure was passed,.

The Factories Act Amendment Bill was put through its final stages and passed.

At five p.m. the Council adjourned until 7.30 p.m. The Council resumed at 7.30. The Reserves and Other Lands Disposal and Public Bodies Empowering Act were read a second time, put through committee, and passed. The Public Health Act Amendment Bill, Native Land Claims Adjustment Bill, and the Tourist and Health Resorts Bill were finally passed.

The Maori Lands Settlement Act Amendment Bill was also put through all its stages and passed The Eltham County Bill, after a short debate, passed through all its stages. The Otago Presbyterian Church Board Property Trustees Bill was referred to the Local Bills Committee, and the debate on tho Public Works Bill was adjourned on the motion of Mr lenkinson till Monday.

The Council rose at 11.45 p.m. ill 10.30 on Monday.

HOUSE OF REPRESENTATIVES. The House resumed at 2.30. The Public Works Amendment Bill was committed. Clause 3 was amended by striking out the words "or otherwise" in sub-section iA, thereby applying the provision to the building line alone. Clause 4, abolishing the compensation of clause 117 of the principal Act, subsection 3, was retained by 33 to 22. It was urged that tho House, in trying to suppress the speculator, had been unjust to innocent people. The Minister proposed an addition to the clause exempting areas up to 10 acres. The Chairman ruled that clause 5, being before the House, the addition would be out of order. Recommittal was suggested, but the enemies of the clause declined that method as precarious . The Minister, who admitted that ha had come to see file force of the contenijons of the other side, suggested a unanimous vote for reconsidering the clause, but he was met by refusal. Mr Hemes moved to report progress. The Minister suggested a new clause (4A), excepting areas up to 5 acres, but could not get a unanimous vote. The Minister agreed to report progress, and progress was reported. The Reserves -and Other Lands Disposal and Public Bodies Empowering Bill was committed and passed unaltered. The Public Health Bill was committed and every clause but clause 6 cut out. Clause 6 enables two boards to combine for a sanatorium for consumption.

THIRD READINGS. The following Bills were read a third timo : —Public Health, Testators l'amily Maintenance, Statute Amendment, Reserves and Other Land etc., and Government Advances to Settlers Bill. The Otago Presbyterian Church Board' of Property Bill was read a second time and put through all stages. , Tho Maori Land ''Claims Adjustment Bill was received by Governor's Message with amendments, which were agreed to.

SUPPLEMENTARY ESTIMATES. At 9.40 class 1., Ordinary Revenue Account, £2564; class 11., Colonial Treasurer, £2574; classs 111. Post and Telegraph, £7031; class IV., Industries and Tourist, £13,769; class V., Old-age Pensions, £40,5; class VI., Working Railways, £h),725; class VII., Printing and Stationery, £1431; and class IX., Stamps and Deeds, £1170.. These passed by 11 o'clock.

R.J. Scddon, £1150; expenses during the visit of the late R. J. Scddon to Australia, £579; grant 10 -:he Prime Minister attending thq Colonial Conferonco in London. ; n '907, £"1500; National Memorial to the late Right lion. R. J.
