MUST BE READY TO FIGHT. RECENT DANGER OF ATTACK. SPEECH BY M. CLEMENCEAU. Received igth, 1.5 a.m. Paris, October 18. M. Clemenceau, who is likely to succeed M. Samen as Preiaer, said Franc© must be strong without being aggressive, and capable of defending herself at any moment when attacked. Such a moment had nearly arrived recently, against her will.
NO PEACE POSSIBLE WITHOUT STRENGTH.

M. Clemenceau, speaking later at Hyere-, said no place was possible without strength. "When I assum- [ ed office,'' he said, "I believed all nations were at one in desiring peace, but immediately a storm of calumny broke over our heads, compelling us to ask ourselves: 'Are we prepared?' "
