BRITISH MEMORIAL.
Tlie British memorial of which so muc.i has been said in our cable messages recently, as the time approached for it- presentation, was prompted in London last July, on ih" occasion of ihe Inter-I'ariiameniary Union Congress, and ua- to have been presented to the delegate-, to the Congress representing the Duma. But while the signatures were being obtained to the memorial the news of t'.ie dissolution of the Duma caused the hurried departure from London ;of the Russian delegates, and 'lie | ceremony of handing over the address I had to be postponed. The memorial ' was signed by a large number of men and women v,!:o-c names arc prominent in ihe realms of politics, literature and phi anil.r< ;jv. Tin- text ias follows;—" We. the undersigned members of Patliamen', represenu'ives of municipal bodies, and o'hei British citizens, desire at the close of the first session of the first Russian Parliament, to convey to it a direct message uf -ympathv and respect. Our own hi'torv has taught us thai representative government and personal liberty are ihe only sure foundations on wliicli a nation can hope to fc. as - national progr*** and national pro-peritv, and our goodwill to Russia has caused us to watch the creation of lh« Dgma. and its sirußU'c f° r power, with (hep ini.-.ri st and ardent hope. We have learned <0 admire the genius of the Russian people: the heroism of its sacrifices for fro d< m and its sufferings in a long and pain ; ful struggle have touched the heart of cverv generous man.
