THE STATE AS RESERVE EMPLOYER, Received 12, 9.58 p.m. London, October 12. Winston Churchill, speaking at [Glasgow, warned Socialists that society [needed both collective organization and individual ineontive. He advocated an ovor-widenjhg area of municipal enterprise. The State should increasingly assume the position of a reserye employer, and the Government ought to establish universal standards of life and labor. He hoped tho Government would embiirlc on various new adveuurous experiments.
