General Starynkevitch died of blood poisoning, the result of a wound caused bv a bomb thrown at him in Simbirsk Fivo hundred delegates attentle ■ the constitutional democrates' congress at Helsingfors, and endorsed the manifesto adopted at the pievious Viborg congress. They considered the circumstances unfailourabi* for immediately applying passive resistance on a large scale, especially w'th regard to military services. The provincial delegates did not agree that an immediate boycott as regards taxes and conscription was impossible.
It was decided to collect money for the relief of Siberian' exiles, who were enduring terrible hardships. The triallof Admiral Niebognatoff and the captain* and crews of his squadron is proceeding at Kronstadt. The charge is of surrendering warships at the battle of Tsushima without fighting.
