The Daily Telegraph states that the Ciar and King Edward are about to «ign an agreement for non-inter-vention in the international affairs t Tibet. The Dalai Lama's powers in future are to be spiritual only, and he is to receive no more Russian protection.
The Telegraph adds that it is probable that Russia's sphere of influence in Persia will be confined to North of Iran and Britain's to south of the same point. The Tclegiaph hints that Russian warships will no longer be excluded from the Dardanelles.
