THE CUBAN REVOLT.
DEMOCRATIC LEADER'S VIEW. AMERICAN INTERVENTION NOT WARRANTED. Received 30th, 4.46 p.m. New York, September 29. Mr Bryan, declares the state of civil war dees not warrant American intervention in Cuba. UNITED STATES ASSUMES CONTROL. AMERICAN PROVISIONAL GOVERNMENT. MR TAFT- APPOINTS HIMSELF GOVERNOR. CUBAN FLAG NOT LOWERED. AMERICAN TROOPS SENT FOR. Received Ist. 1.1 a.m. Havana, September 30. Mr Taft issued a proclamation and declared himself Governor of the American Provisional Government. He announced he assumed possession for the purpose of restoring peace .md public confidence, and until a permanent Government has been eiablishcd. The Cuban flag was not lowered. Mr Taft cabled to Washington to send troops as arranged.
