CUBAN FLAG NOT LOWERED. AMERICAN TROOPS SENT FOR. Received Ist. 1.1 a.m. Havana, September 30. Mr Taft issued a proclamation and declared himself Governor of the American Provisional Government. He announced he assumed possession for the purpose of restoring peace .md public confidence, and until a permanent Government has been eiablishcd. The Cuban flag was not lowered. Mr Taft cabled to Washington to send troops as arranged.
