RUSSIAN AFFAIRS.
STARTLING SOCIALIST ANNOUNCEMENT. GENERAL RISING PREPARED. Received 25th, 0..54 p.m. Berlin, September 25. The delegates of the Russia-Polish Socialists created a sensation at the Mannheim Congress by declaring that despite martial law, town fo.ks and country residents were already organised, and soon all workmen would be armed. The foundations for a general rising in Russia were laid, and the organising of the soldiery had commenced. Whole regiments were prepared to support the popular demands when the right moment comes. Russians were thankful for the moral, political and material assistance received from German Socialists.
