Mr Taft, U.S. Secretary for War, has cabled to President Roosevelt private reports from (he Interior which declare that anarchy is almost universal, excepting on sections of the coast. Insurgents fired on American blue jackets when landing at Cienfuegos. The sailors retaliated and the insurgents fled.

Received 23rd, 4.25 p.m. New \ ork, September 23. Latest advices from Cuba state that the insurgents far outnumber President Palma's forces. The lat ter, however, are better armed and equipped than the insurgents, who strongly resist the intervention of the United States, and threaten prolonged guerilla warfare. Business interests are practically unanimous that intervention alone can guarantee the resoration of order, and preserve peace.
