*A GEBMaN boast Beslix, September 16. The paper Hamburger Machrichten a derides British boasts of naval supremacy, and declares that Germany's new ships will greatly excel the Dread- - nought in offensive power. Other newspapers jubilantly stale that Germany in 1908 will be as strong, perhaps stronger, than Britain.
