SIR WILLIAM LVNE'S EXPLANATION.

Melbourne, September 15. Sir William Lync, explaining the preference proposals, said Australia had not asked for any reciprocity from Great Britain. He claimed that nothing could more help t0 bring white population .here than trade treaties.

Mr Joseph Cook declared it was nothing but a cunningly-devised system of protection to Australia without giving the slightest benefit tp Britain. The object was to keep protection for Australia in any and every part of tho Empire: Mr Chamberlain's idea was inter-Im-penal freetrade.

Sir William Lyne's general resolution for testing whether the feeling of the House was in favour of preference was earned on the voices.
