Haldane, speaking at Newcastle, said it was necessary to popularise the conception of a nation in arms, though not a spirit of militarism. There ought to be one National army of regulars, militia, yeomanry, and volunteers, all part of one whole. He would even like to see rifle clubs affiliated to the forces. They must look to the expansion of the volunteers as the Continent relied on conscription. With sufficient enthusiasm they might get into the field; and maintain, an army of nine hundred thousand.
