KAISER'S SPEECH RESENTED. Received nth, Q. 41 p^m. Berlin, September 11. Several German newspapers resent the Kaiser's impatient criticisms. "The Nati|)nai! Zeitung remarks that if all German pessimists departed, the problem over population in Germany would soon be solved in a disastrous fashion.
