CONGRESSIONAL RESOLUTIONS. Received Qth, 5.5 p.m. London, September 8. The Trades' Union Congress instructed its Parliamentary Committee to secure legislation abolishing systematic overtime, aUo empowering public administrative bodies to issue their own Credit Notes, thus obtaining cheaper money. It also restf'.vod that it was desirable that municipalities be empowered to conduct any work or business; that no Workmen's Compensation Act would be satisfactory unless workmen were allowed to commute by a lump sum like employers; also that the system of compulsory State insurance was a necessary corollary to Compensation Acts. It was further resolved that all legislative proposals applying to workmen shall include shop assistants, warehousemen, and clerks. It was decided to organise agricultural labourers.
