SPECIAL '• EARMARKED" DUTIES' PROPOSAL. Meldovs.vg, September 5. Mr Deakin (Federal Premier), has introduced a Bill amending the constitution by giving power to impose special Customs duties for special purposes. Such duties shall not be subject to the three-fcurths return to the States, but used solely by-the Federation. The object is to provide funds for old age pensions, In the Senate the Contingent Voting Bill Reived 'its quietus on a test vote.
