SOUTH AFRICA CONDEMNS NAVAL REDUCTION. Received 31st, 9.40 p.m. *• Johannesburg, August 31. Johannesburg newspapers condemn the reduction of Britain's shipbuilding programme, and express alarm at Germany's new outburst of nava' activity.
COLONIAL NAVAL CONTRIBUTIONS. THE "PALL MALL GAZETTE'S'' SIMILE. Received Sept. i, 1.4 am.. London, August 31. The "Pa.l Mall Gazette" declares the only siab'e ba'-is. of Colonial contributions to the Navy is that they may be made willingly, with a clear understanding <f the naval policy. The paper adds: "We kept our American colonies much longer than we have kept Australia, and lost them as a consequence of our arbitrary attitude."
