The "Pa.l Mall Gazette" declares the only siab'e ba'-is. of Colonial contributions to the Navy is that they may be made willingly, with a clear understanding <f the naval policy. The paper adds: "We kept our American colonies much longer than we have kept Australia, and lost them as a consequence of our arbitrary attitude."
