AFRICAN WAR SCANDALS.
THE OOMMISSIONfiBS' REPORT Received 10,11.35 p.m. Lobtdok, August 10. The Blue Book report of the Fare well Commission says there was no evidence of actual corruption among t the officers, apart from three or four exceptions affecting officers in very subordinate positions and involving trifling sums. Nevertheless the office of Director of Supplies bad been conducted with inexcusable carelessness and extraordinary ineptitude, and the office of the Pay Department|showrd a deplorable want of intelligence. The Commissioners speak in high terms of Colonel Morgan's capacity and knowledge of the South African sanation, bat dealing wtlh Genesis Meyer, and Company, and Morgan's part in its inception and in its securing apparently overwhelming influence with the Supplies Department, they severely censure Morgan, and declare his arrangement with Meyer for the employBent of Morgan was contrary to the spirit and letter of the King's regulations.
