Instead of building two more Dreadnoughts and two big armoured cruisers, the Government intend to build thfea more Dreadnoughts, one at Portsmouth, another at Devonport and a third at a private yard. They will hare a speed of twenty-one knots, and be able to cross and recrosi the Atlantic without recoaling. They will be able to pui through the Suez Canal
