PEE PKES3 ASSOCIATION'. DITNRDIN, July 21. A meeting called by the School Conmittoos' Association was held this evening to consider the question of frer places in secondary schools. The fol lowing motion was unanimously adopted : That a pupil shall be qualified to be the holder of a free place who, being over 15 years of age on Ist December precoding the date of admission to a secondary school, has obtained a certificate of proficiency a? defined by the regulation under principal Act.
