Professor Monromtzeff, on behalf of the Douma, telegraphed to British Commoners : Deeply touched at the good feeling shown by the oldest to the youngest Parliament.
The Council of the Empire rejected a Ministerial Bill for the alleviation of famine, but approved of the Douma's proposal providing fifteen million roubles for immediate relief.
Peasants are causing terrible devastation to estates in the government of Voronezo. Landowners are fleeing.

Goremzkin's resignation is expected hourly. The central committee of the Con. stitutional Democrats were hurriedly convened on Sunday morning. After a secret session lasting some hours, the leading members departed for an unknown destination. It is believed they were summoned to Peterhof to discuss tho formation of a cabinet.
