CHAMBERS OF COMMERCE CONGRESS.
CABBY PBEFERENTIAL TBADE MOTION. Londok, July 11. At the Chambers of Commerce Constress the preferential trade motion was: carried by one hundred and seven Chambers in favor with thirty-fire against. Twenty-one C hambers remained neutral, including- Melbourne, Syduey, Hobart and Launceston. All the other Australasian C hambers ap proved the motion.
PRESS COMMENT.
BeceWed 12, 9.35 p.m. London, July 12. The " Chronicle " says the decision represents an advance in Mr Cham berlain's direction, but apparently preference is only protection under another name.
"The Times" says the resolution is significant. In view of "the result of the recent election apparently, Melbourne's and Sydney's neutrality was benevolent.
The " Morning Post" says it is clear the business men of the Empire endorse Clumberlainism.

The Chambers supporting the reso lution included Blackburn, Bristol Burnley, Derby, Dublin, Dundee, Croydon, Halifax, Leil'i, Nottingham, Sheffield, Swansea, Madras, "Walsall. Against the resolution included Btrus [ley, Bradford, Winchester, Oldham Sunderland, York, an'l Clumbers at Bengal and Bombay. Neutrals in elude 1 London, Birmingham, Cardiff Portsmouth, Warrington. The Congress largely ado,i(ed a reso liltion nlvocitin ; an alvisory Imperia' Council to consider Imperial interests, specially promoting international trade.
