A NATION UNPREPARED.
SPEECH BY EABL BOBEBTS. Loxdos, July 11. Earl Hoberts, in a powerful speech in the Hoise of Lords, called attention ta the unpreparedneu of the nation, and said that the war lessons of South Africa were forgotten. He urged the neeesaitr for being prepared for any energency by strong reserves. Lord* Portmouth and Bipon opposed compulsory service. Lord Milner censured the policy of brushing aside the rhole question by a bogey of conscription. The nation ought to rely for defence on the whole of its manhood, and should not be liauted to a professional class.
