This section empowers any local authority out of the general funds to contribute to the controlling authority for the purpose of encouraging the formation or increasing the efficiency of classes, mid also ' for that purpose to grant land or buildings.' This <l\ows that land and buildings are considered the means of enconraging the formation of classes. I see no dig lincHon in principle between granting land or buildings and granting money to purchase land or erect buildings."
