CLERGYMAN FINED FOR LIBEL. Capetown, July 6. Rev. Edgar Stannard, a British missionary in the Congo Free State, has been charged with libelling Commandant Hagstrom, a Swede, of the Congo police, in tho course oi evidence ajiven before tho Congo Commission of [nquiry. The case was heard al Coquilhalville, where Mr Stanuard hms arrosted, and rosutted in his being found guilty and flucd 1000 francs.
