SUCCESSFULLY ENGAGE COSSACKS. Received 1, 4.19 p.m. St, Petbbsbubo, Jane 30. The signs of military unrest in Russia are widespread and increasing. The grievances are partly personal I and largely the result of sympathy with the land polioy of the Douma, even the Cossacks demanding freer political institutions. I The Government, finding it impossible to prevent the soldiers discussing politics, urge the officers to instil anti-reivolutionary views. Officials still threaten Jewish massacres, despite Prince Urusoff's disclosures. Five officers, two sergeants and thirteen civilians have been courtmartialled at Warsaw for forming a secret association to incite the troops to meeting. Many Warsaw police ate fleeing to Austria, owing to constant assassinations by terrorists. The troops are widely refusing police duties. Severe fighting oocurred at Tsareff between peasants and Cossacks. The latter wore worsted, many being injured.
