Mr Birrell said the proposed clause was an excresence on the Bill. Tfyia amendment was an exception grafted: on an exception. Mr Evelyn Cecil's amendment wm negatived by 310 to 234, amidst loud Opposition cheers, this being the lowest Ministerial majority on any important division this session The minority consisted of the Unionists, 68 Nationalists, 20 Independent Libor and 27 Liberals, The majority ineluded two Catholics, Colonel Herbert and C. O'Donnell
