THE TRANSVAAL CONSTITUTION.
ARRANGING A COMPROMISE.
Received 25, 9.48 p.m. Loudon, Juue 25. The " Tribune's " Johannesburg cor respondent states that a compromise in the constitution is being arranged, and a number of representative Progressives have gone to . Capetown to interview Sir P. Kidgway's Commission. The Boers agree that Parliament should consist of thirty-three from the Witswaterand, thirty from the country and six from Pretoria. They will! accept manhood suffrage, instead of the j population basis and favor single member constituencies. The; Progressives are willing to compromise in order to remove the depression and stop the exodus. They are prepared to face a temporary Boer majority, provided British supremacy is assured, and oil the creation of a nominated Upper Chamber for five years, with redistribution which will .restore to them mastery through the inflow of population.
