"The constitutional position has been carefully considered and there is io doubt as to the course which should le followed. A Prime Minister must >e appointed and must meet Parliament. His Excellency has done me he honor to request me to take up the position and I consider it my duty to iccept. Though quite unfettered as to aiy action, I have informed His Excellency as to the course which 1 feel myself in honor bound to follow. The position is that Sir Joseph Ward, who n the ordinary course would have been sent for, is out of the Colony. In his ibsence, there must be a Premier, I believe the people of New Zealand aave confidence in my desire and re. >olve to do that which is in accordance •vith. their wishes and the dictates of my own honor.
