DELIBERATIONS OF THE DOUMA. DRAFT OF A CONSTITUTION. Roceived 10, 4.37 p.m. St. Peteusiidbo, Juno 9. The Douma has appealed to the Ministry to abstain from executions, pendiug discussion of a Bill to abolish capital punishment. Mouromtself is preparing a draft Constitution, making the Czar a Constitutional Monarch, basing the Douma on uniyersal suffrage, and creating an Upper House similar to the French Sonate, and giving the Czar the right to dissolye, provided a fresh Douma is olected within eight months. The Constitution secures complete liberty of thought, freedom of the press, holding of meetings and religious belief.
