RETURN TO APPRENTICESHIP SYSTEM ADVOCATED.

L«ndon, March 31. Prior to the adjournment, the Labour member heckled, the Government respecting delays in assisting the unemployed. Mr Barnes stated «hat 800,000 willing workers were idle.

Mr Waters advised a return to the system of apprenticeship and the entire revision of elementary school mothods which gave boys a smattering of all sorts without practical benefit. It would be more humane to shoot on Salisbury Plain thousands of unemployed than leave them tramp the streets.

Mr Will Thorne said if the Government did nothing he advised the unemployed to adopt Mr Burn's suggestion of 1886—to go and help themselves.

Mr Keir Hardie said a revival of ipprentices would soon secure an eight hour day. The Goyernment ought to grant a million towards the unemployed.

The Eight Hon. John Bnrn3 (President of the Local Government Board) stated that 95 per cent, of the unemployed were unskilled labourers, and 95 per cent, town labourers who had been misplaced by stronger-bred country men. Parliament must revise some return to apprenticeship. It was better to prevent men leaving the land than to place demoralised townsmen on the land.
