The Dama, with seven dissentients, demanded the immediate resignation of the Ministry and its replacement by a Cabinet. The vote was taken in consequence of the Ministerial reply to the Duma's address, in which the Czar refused an amnesty, cautioned the Dama not to exceed its assigned legislative initiative, and promised a colorless legislative programme. i
During a stormy debate the reply was described as one of open defiance to the nation; Regret was expressed that the hopes, consequent on Count Witte's resignation, had not been I fulfilled.
