THE POSTAL CONGRESS.
Beceived 24,1.5 a.m Loudon, May 23. The " Times'" Home correspondent states that the Postal Congress has concluded. All the chief proposals adopted were British, the result being largely due to the solidarity and unanimity of aim existing between the British and Colonial delegates.\
