Admiral Mason, Chief of the United States Ordnance Department, complains that Congress, by reducing the Navy Estimates by £2,450,000, increases the Navy without adequate provision for guns, gunnery, and stores. The condition of this department is almost desperate. The naval warehouses arc depleted of ammunition .
