CZAR REFUSES TO RECEIVE ! DOUMA REPRESENTATIVES. PRESENTATION OF THE ADDRESS. Received 23,12,47 a.m. St. Pbtbbsbcbg, May 83. The Czar declined to receive Professor Murontzeff and the VicePresidents of the Douma. He directed that the Address be forwarded through the usual channels, with explanatory memorandum. Though surprised and angry the Dotitna resolved that only the tubstance of the Address tras important, the manner of its presentation was a matter of no consequence. IMPORTANT LAND SETTLEMENT BILL. COMPULSORY RESUMPTION OP LAND. I Received 28,12.47 a.m. St. Pktersbcbg, May 22. The Douma immediately proceeds to the discussion' of the draft of the Agrarian Bill, for the partial expropriation of private lands at price* to be determined later. These, with the lands belonging to the State, the Crown, the monastries and churches will be oonverted into a State reserve, peasants obtaining allotments oil long leases, under the supervision of a local committee. The principle of expropriation will be mainly applied only to large private holdings, uncultivated by the owners.
The Government has consented, within a month, to reply to the Donm&'i interpellation regarding the printing of official proclamations inciting the populace to violence. I The Council of the Empire's Address ' was transmitted to the Czar through the ordinary Court channels.
