Vivian's strong resolution favoring a feduction of armaments was accepted tjy Sir Edward Grey, Foreign Secretary, tfho expressed a hope that it would influence otlfer Parliaments. The motion was adopted without dissent on Sir Edward Grey's declaration that Great Britain would take the initiative at the Hague Conference. What they were able to do at the Hagne depended on the response of the Other nations.
