THE POSTAL CONGRESS
NEW ZEALAND GRAFTED A VOTE. STRONG BPHEOH BY SIB JOSEPH WARD. Received 11,10,52 p.m. Rom, May li. At the Postal Congress the proposal to give New Zealand • septate vote was carried by twenty.two to twenty. Seventeen delegates abstained from voting and three were absent. The British delegate! urged the ftinmi of s the proposal.
Sir Joseph Ward strongly deprecated the introduction of National sentiments or political considerations, which were within the spheres of Governments. He declared that New Zealand's postal revenue .exceeded that of some other* in the Postal Union, with a separate vote. If the proposal was rejected, it would be unjust, and for reasons outside postal matters such a decisis would shake confidence in the im. partiality of the Postal Union.
Germany and France strongly op. posed Sir Joseph Ward, and Qntta supported him.
Sir Joseph made a neat speech, in Frenoh, thanking the Congress. The result was reoeived with an ovation.
Additional votes were gives to the German colonies, and France, Italy and Portugal.
