UNIVERSAL PENNY POSTAGE
PfiOPOSAL BEFORE POSTAL UNION. V SIR JOSEPH WARD'S SPEECH. Beceived 30,11.28 p.m. Roue, April 30. Sir Joseph Ward declared that Universal Penny Postage worked well in New Zealand, nationally, commercially, domestically and financially. Tuere was a distinct trend towards that system throughout the world, and lie expected before next Congress thi»t every civilised country would hate adopted it. There had been no alteration in the Postal Union letter rates for 32 years, although the cost of transit and postal administration had been enormously reduced. II the Congress affirmed the principle, he hoped any country establishing Universal Penny Postage would have its letters delivered within the ■ Postal Union without surchage or restriction. He was glad to see the United States Government favoured the reduction. Since Great Britain had established Inland Penny and Imperial Penny Postage, it was only logical that she shoald crown her work by throwing her weight into the broadej; scale of universality.
