At the Colonial Institute dinner, there were two .hundred and fifty '.. guests, including Lords Banfurly and "'1 Jersey, Mr Montague Nelson, and the Archbishop of Sydney. Dr Parkin proposed'' The Imperial Forces." Major-General Hutton, responding, stated that the Imperial forces com' prised nearly a million and a-half, whereof one-fifth were regulars. The - " flblonies were determined toco-operate in any efforts to consolidate the mill. tary power of the Empire, The navy alone was not enough. They must employ land forces to annihilate an enemy. He advised them to rely on the intended militia system, to supply the framework of the forces required in times of emergency. Lord Elgin,; wha was presiding, pro. posed " The Institute?'' Be said until a man entered the Colonial Office and accepted responsibilities there, he was unablo to form an adequate idea of what tho Colonial Empire meant. The main objection of the Government must be especially to aim at the sympathy and support of the man on the spot. (Loud cheers.) .-f
