IMPORTANT FEDERAL PROPOSALS.
-IMMIGRATION ENCOURAGEMENT. A NEW MAIL CONTRACT. Received 1, 8 p.m. Sydnby, April 7. TM the Premiers' Conferencei Mr Deakin gave his viewe on a number of" important questions, Vhioh are/down for later discussion. He urged the necessity of attracting immigration, and suggested a central agency in London for the dissemination of data supplied by the States. The Common, wealth was prepared to take up the work vigorously, but the aetive cooperation of the btates was vitally necessary.
With referenco to the appointment ot a High Commissioner, he said the country could reasonably expect to lee an appointment made within a year, He- acknowledged the need of continued representation of the separate State* in London, the Commonwealth dosired also to have its own representative, and wished 'to make' that representative tlie~medium of economy for the States, - '
Dealing .with mail contracts, a new contract for ten years would be entered into next month. It was proposed that the Commonwealth should obtain the whole of tho cool storage acoommoda*' tion. If that were done, jt would mean the introduction of a fine now line of steamers, bringing out numbers of imuiigrantsand taking back Urge cargoes of perishable goods. Such a lint wmjld be able to stand alone, indepen> dently of any combination.
He urged tho States to c.trefully consider the proposal.
