THE POLICING QUESTION. Madeip, March 27. Couut jWelsershcimb proposed that diplomatists at Tangier should supervise the police through an inspector. Couut Radowitz, German delegate, declared that Germany considered this control a cardinal point, and he probably Would be withdrawn unless it .was adopted. Ultimately Count Welsersheimb's .amendments were referred to the Drafting Committee to prepare u fresh text.

The Drafting Committee met later. They were inclined to limit control, with a stipulation that the inspector should report simultaneously to tho Sultan and the diplomatists. The "Standard" asserts that the Germans' desire is that the diplomatists should be all-powerful in matters concerning the inspector and his duties, and demand that he shall report direct to the diplomatists equally .with Maghecn, his nominal chief. The French desire that the inspector chosen by Maghzen, on the recommendation of his Government, be subject only to Mcghenz's orders. They also propose th|t the diplomatists be supplied with a -duplicate of his report and be empowered to make complaints and suggestions regardiug his work through a diplomatic channel., ' The ".Times " says that Sir A. Kicolson (British delegate) emphasised that an-increase of international control would endanger the Sultan's sovereign rights, but the argument did not imprws the Germans, their zeal iu defence of the Sultan being eclipsed by. less disinterested condiderations.

A PROBABLE SOLUTION'

AMERICAN .PROPOSAL APPROVED.

The Conference approved the American delegate's amendment, introduced in the liope of reconciling the French and German views concerning the inspectorship. Count Radowitz and M. Revoil assented, pending reference to their Governments.
