Mr Gladstone introduced tho Compensation Workmen's. Bill embodying and extending the Acts of 1897 and 14)00, and including men ouiployed in /
workshops, transport, fishermen, postmen and seamen, but excluding shop assistants and clerks. Employers whose workmen do not exceed, fivo are excluded from the operation of the Bill, but exceptions from the five limit have been niado in case of acoideut through machinery, or the management of horses in mining, quarrying, building or laying and repairing electric lines. Employers are liable for compensation in the «««■ ?f industrial diseases. I Mr Akcrs-Douglas admitted the Bill [was an improvement on his measure of last year. • Mr Barnes paid a warm tribute to Mr Chamberlain for the original Act. The Bill was largely satisfactory from a workmen's standpoint, but the ultimate solution must exclude all cmployed for profit. He asked for eonipiiUary insurance to ensure payments.
Mr Chamberlain protested at the ex. elusion of olprks ami domestic servants. Sir ('. Dilke noticed a resolution fwtho second reading stage, "thlfc theHousc desires to see a recognition orguarantce of insurance, in, order to-, prevent the defeat of tUc expectation* aroused by the Bill."
