There is no warrant for the statement that we credited the Engineer with methods which militate against public health. We said no such thing. What we objected to in the system laid down at the Fire Brigade station was that it was not in accordance with the bylaws, the observance of which by private persons the Council insists upon. Mr Gibbon believes in one system of drainage; thc'Government Health Department iu another. The Council have framed their by-laws in accordance with the Government system. Which is the better is not for a layman to say. It is still a matter of contention, as we observed, amongst engineers -Eo.j
