Received It 1.17 a.m. London, March 13. There is a great outcry al the publication of a pamphlet exciting the people to murder the Jews. The pamphlet, which is endorsed by the censor, and published by the " Novoe Vremya, accuses Count AVittc of a Jewish conspiracy. The Union of Russian People, which claims authorship, is enrolling patriots and distributing revolvers.
