DELAYED CONSTRUCTION; . l'Kli MESS ASSOCIATION Ciibistciivkcii, March 12. A special meeting of the Tramway Hoard was held this itflernoon to consider nutters in connection with the contract with the Electrical Construction Company. The secretary was instructed to write to the Board's Engineer to the effect that the Board has been advised by its -solicitor!, thai the contract time having expired, i| should -inform him that the Board intends to enforce the penalties provided fur in the contract under an agreement with the Construction Company. The Board's Engineer is constituted sole arbitrator on point* of dispute.
