THE PROMISED REFORMS. DANGERS OF DELAY. St. PETEKsuuiiii, March 5. Six thousand members of the Industry and Commerce Association met in St. Petersburg, and unanimously resolved that irreparable disaster would result if the Czar's promised reforms were not soon incorporated in the Empire's laws, and that delay cannot longer be tolerated without the gravest menace to the country and dynasty.
