Defendant said ht hail lilted in liis returns lo the" Departmeut to the best of Oiis ability, and he looked upon the presence of nu officer of the Department under the circum'tances as an insult. He also wished lo protest as an Englishmen against Ihe intolerable tyranny and iudiguity placed upon a man by such a law, which ho had no idea of, and could not understand how it had been framed. A person might just as well bo in Kussia. The S.M. suggested that c\ eryonc might not be us honest as Mr Lissaman in their returns. The Dc. part incut might be defrauded, aud that no doubt, was the object of the authority givcu. The position taken up «as quite wrong, and the books should have been produced. The pen. ally provided was not less than L2, and not more than LIOO, so that it was possible a case like this might be very serious. Kcplying to the Court, Mr Chirk said (his was the first ease of this nature brought by the Department.
