The St. Petersburg correspondent of the newspaper M'euesweiiier Tageblat states that Count LamsdorlY (Russian Fureigu Minister) has indicated lo Germany that certain eventualities in connection with the Algcciras Conference might load to the introduction of a Franco-Russian causus foederis, in which case the responsibility would fall on Germany exclusively. Austria kk> also made friendly representations to Berlin.

Although the Algeeiras Conference committee has arrived at an agreement upon sixteen out of twenty-live of the debatable points, the State Bank schemes and all essential points are reserved. It is apparently impossible for France and Germany to agree, Germany fearing the bauk must inevitably become a French institution. At the British Representative's instance, the Conference decided lo *liscuss the policing question to-day. and the German objection was de •cisively overruled.
