BOBBERS ARRESTED. * St. Petebsijciiu, March 2. Two more of the Helsingfors robbers were arrested at Tammerfors. While being searched, one drew a revolver and killed three police, wounding two onlookers and a police official. The robber then barricaded himself in an adjacent house, and harangued the crowd from the window, appealing for help, on the ground that he was a Social Democrat. IS'iue persons were wounded before the robber was re-arrested with the aid of a fire brigade. Terrible stories come from St. Petersburg of the torture of political prisoners. Many instances are quoted of girls being the victims, lighted cigarettes being applied to their naked bodies. It is also stated that brutal flogging has been indulged in. It is estimated'that 68,000 workmen will be permitted to vote at the Douma elections. The bank at Kieff has failed for £'750,000
