THE KAISER'S INTENTIONS. The Kaiser's comings and goings are so dramatic, and some of his speeches are eo theatrical, that he exposes himself to unscrupulous misrepresentation. But observers who have followed his career since he ascended the Throne in 1888—and it lias been followed nowhere witlh more interest and admiration than in England—all agree that, if his language is occasionally high-flown, his aims are eminently practical.
