' COLONIAL AND ' FOREIGN ' MAIiKS. TRANSVAAL CONSTITUTION'. Keceived 27, 11.22 p.m. London, February 27. Sir E. Vincent lias introduced a Bill mark goods from abroad " foreign " or " imported " and from British Colonies " colonial." Sir C. Dilkc has introduced a Bill reversing all the principles of the T.-ifY-Vale decision and allowing ' picketing ' for tbe puryose of peaceful persuasion. Lord Milner initiated a two day's debate, warning that if South Africa.is lost, it will be gone for ever. He pictured a Boer majority in Orangia, perhaps enabling, within a year, the very band drafting the Ultimatum in 1899 to draft the Minister's minutes for submission to the British Governor, who is virtually bound to obey. Hcccivcd 27, 11. Si J a.m. London, February 27. Lord Milner's reference pointed to A. D. Fischer as the figure behind Sicjn. Milner recalled ics of the early eighties about Egypt. The only difference was that landlords had taken the bondholders' place. His moral was the same —push forward material developments and proceed with the constitution cautiously.
Lord Elgin pa'd a tribute to Lord Milner's great services, showing at the time, special anxiety, courage and devotion to the country. They must not forget and he reiterated that it needed time and enquiry before framing the Transvaal constitution. He deeply regretted the inaccurate term ' slavery ' should have been applied lo Chinese labor. i
